Annual demand for tilapia in Côte d’Ivoire exceeds 45,000 metric tons, yet local farmed production is only 7,700 to 10,000 metric tons, leaving a supply shortfall of over 85%. The country depends heavily on frozen tilapia imports, mainly from China. Farmed tilapia directly responds to strong domestic needs: it is a widely accepted consumer staple, with tender white meat, few bones, and affordable prices, earning its reputation as the “national table fish” with per capita consumption of around 2kg per year. Locally raised fresh tilapia also commands a price premium of 20%–40% over imported frozen products, improving profit margins. Meanwhile, supermarkets, restaurants, and institutional buyers increasingly seek stable supplies of live and chilled tilapia, creating consistent off-take for farmers.

Excellent Biological Traits Adapted to Local Conditions

Known for hardiness and adaptability, tilapia is well-suited to Côte d’Ivoire’s climate and natural resources. It grows rapidly in water temperatures of 25–32°C, reaching market size of 500g within three to four months, allowing two to three production cycles per year. Tilapia is omnivorous, feeding on compound feed, algae, and organic debris, offering opportunities to optimize feed costs using local ingredients. It also demonstrates strong disease resistance and tolerance to low oxygen levels, thriving in ponds and cages with relatively simple management. Côte d’Ivoire’s abundant water resources and warm year-round temperatures reduce the need for expensive temperature-control systems, lowering barriers to entry for both smallholders and commercial operations.

Strong Economic Returns and Industrial Linkages

Tilapia farming delivers high input-output ratios and short payback periods. Under semi-intensive systems, yield can reach 1 to 1.5 metric tons per mu per season. At local retail prices of 2,000–3,000 CFA francs per kilogram, gross revenue per mu can exceed 4 million CFA francs, with net profit margins of 30%–40%. Beyond on-farm production, tilapia farming supports an integrated value chain including hatchery operations, feed manufacturing, cold-chain logistics, and processing and marketing, creating significant employment, especially for youth and women. By replacing imports, local production also saves foreign exchange and strengthens national food security, aligning with Côte d’Ivoire’s strategy to reduce external dependence and achieve greater self-sufficiency in seafood.

Favorable Policies and Technical Support

The Ivorian government identifies tilapia farming as a priority industry with clear development targets: raising tilapia output to 68,000 metric tons by 2031 through subsidies and tax incentives for commercial farming. International organizations including the FAO and the FISH4ACP program provide targeted financing, improved fingerlings, technical training, and guidance on water quality management. Modern practices such as recirculating aquaculture systems (RAS) and biofloc technology are being promoted to enhance efficiency and environmental sustainability.
